i will be working with the harkin institute. i will be spending time on disability policies and advancing the cause of people with disabilities in some way, shape, or form. i do not know exactly how. in some way. just want to say this to my friend. i hope that, at some time, since this is a nonpartisan institute, we have a great board of directors. the former chair of the iowa republican party is on the board of the harkin in the two. we want to keep it nonpartisan. i would like my friend to come -- perhapst and be lead a discussion sometime at the institute at drake university. i would be honored if my friend would do that sometime down the road. we can work it out or something like that. i think you would be well received. i think young people at drake need to hear the conservative side of the story, as well liberal side of the story. they need to have that kind of input. so i hope we can work that out. and let me say again that i know in the future you and your wonderful wife, barbara, wonderful person -- you and barbara and

but not tom harkin. instead, he dusted himself off, climbed right back up on that truck, and got back to work. now, i grew up in a middle class family outside of chicago. very different from where tom was raised. but when i got to know tom and ruth, i recognized in them the same values that i learned from my own parents. my mother had a childhood that none of us would want, abandoned and mistreated, first by her parents and then by her grandparents, so she had to start working when she was 14. but she overcame all that she faced and became a wonderful mother to me and my brothers, and she channeled her own struggles into a deep conviction that there is worse and dignity in every human being, that everyone matters, that everyone deserves not just a chance but a second chance and even a third chance to keep going and to make something of themselves. cheers and applause] and that was one of the most important lessons of my life and i know it was for tom and ruth as well. they've never forgotten who they are

harkin: i hate to say that. two future presidents signed the constitution -- george washington and james madison. why didn't thomas jefferson signed it? huh? he was in paris. why didn't john adams sign it? he was in london. i know a lot of people think jefferson. you are thinking of the declaration of independence, when you are talking about thomas jefferson. anyway, just interesting little tidbits there. as you all know, the bill of rights was not included in the constitution, as it was signed by those delegates and promulgated by the states in 1788, the same year george washington was elected president. it went out to the states, these 10 amendments for ratification and were ratified in 1791. three years after the constitution, while george washington was still in his first term, the bill of rights was added. another interesting tidbit -- there were not originally 10 amendments. there were 12 amendments. but they went out for ratification. the requisite number of states, three quarters of the state only approv
